Caregiver Program
The program for the caregiver in Canada has evolved over the past few decades. The model was revamped several times to ensure better and successful integration of caregivers in Canada.
This program is for individuals who can provide support and care to the elderly, disabled and young children. Based on their respective roles, the program is segregated into two different programs: Home Support Worker Pilot (HSWP) and Home Child Care Provider Pilot program (HCCPP).
Both the Home Child Care Provider Pilot and the Home Support Worker Pilot are 5-year pilot programs that let qualified caregivers and their family members come to Canada intending to become permanent residents.
Eligibility Requirements:
- must have a genuine and valid job offer from a Canadian employer
- must be able to do the job based on previous experience or training
- a minimum of CLB 5 in all 4 language abilities: reading, writing, listening and speaking.
- Must have at least 1 year of post-secondary Canadian education or equivalent foreign education credential assessed from approved authorities
- The job offer must be in the National Occupational Classification ( NOC ) that matches the pilot you apply for :
Home child care provider (NOC 4411)
- You must care for children under the age of 18 in your own home or your employer’s home
- You don’t need to live in your employer’s home to qualify
- Experience as a foster parent doesn’t count
Home support worker (NOC 4412)
- You must care for someone who needs help from a home support worker either in your own home or in your employer’s home
- You don’t need to live in your employer’s home to qualify
- Only home support workers are eligible under NOC 4412
- Experience as a housekeeper doesn’t count
If you have gained 24 months of qualifying experience in either of the above categories, you may be eligible to apply for permanent residency.

The work permit received under this category is an occupation restricted open permit meaning you can work for any employer as long as the occupation remains the same.
